Zoning Bylaw No. 942, 2026 is intended to replace Zoning Bylaw No. 737, 2013 and all subsequent amendments. Since the adoption of the current bylaw in 2013, the District of Elkford has experienced changes in community priorities, provincial legislation, housing needs, and land use planning objectives. The comprehensive update of the zoning bylaw provides an opportunity to modernize regulations, improve clarity and consistency, and better align the District’s land use framework with current planning policies and community goals.

Under the Local Government Act, zoning bylaws are one of the primary tools municipalities use to regulate land use and implement the vision and policy direction established in an Official Community Plan (OCP). Zoning Bylaw No. 942, 2026 is being developed to support and align with Elkford’s broader planning objectives, including housing, economic development, environmental stewardship, and community livability.

The development of a new zoning bylaw for the entire community is a significant undertaking that includes technical review, policy analysis, and public engagement throughout the process. Once finalized, the proposed bylaw will be presented to council for consideration of first and second readings in accordance with the Local Government Act. To meet legislative requirements and consistency with the Official Community Plan, the bylaw process will also include statutory public notification and a public hearing prior to council considering third reading and adoption.

As Elkford continues to evolve, future updates to the Official Community Plan or changes in provincial legislation may also require corresponding amendments to the zoning bylaw to ensure alignment between community planning policies and land use regulations.
